Geography and Environment

Location and Topography

Changguo Township is located in the western part of Saga County, bordering Nepal to the south. The area is characterized by rugged terrain, with two border boundary pillars (国境界桩) and five mountain passes that link the region to neighboring areas. The 105 km long border runs through high-altitude landscapes, with an average elevation exceeding 5,000 meters (16,400 feet).

Environmental Restoration Efforts

The region is ecologically fragile, which has prompted local authorities to launch various environmental protection programs. Since 2017, the Horlba Sheep Ecological Restoration Project (霍尔巴羊生态恢复) has been implemented, along with large-scale artificial grass planting (人工种草). By 2018, 25,000 acres (10,000 hectares) had been restored, including 18,800 acres (7,600 hectares) of fodder plants and 6,200 acres (2,500 hectares) of ecological land restoration.

Population and Economy

Demographics

As of 2017, Changguo Township had a population of 1,698 people, predominantly engaged in livestock farming (畜牧业). The area’s main agricultural activities include raising yaks (牦牛), sheep (绵羊), goats (山羊), and horses (马). In addition to farming, many residents also work outside the township, contributing to the local economy.

Economic Overview

The economy of Changguo is largely based on traditional livestock farming. In 2017, the township generated over 2.5 million CNY (approximately $400,000) from residents working outside the area. By 2024, 1,637 livestock were sold, generating 1.7 million CNY (approximately $260,000) in revenue. These efforts are part of a broader initiative to increase income through livestock exports and domestic sales.

The township has made significant progress in poverty alleviation, with 99 households officially removed from the poverty list by 2020.

Rural Revitalization and Infrastructure Development

Rural Revitalization Strategy

Under the national rural revitalization strategy, Changguo has implemented several key projects to improve the living conditions and quality of life for its residents. Some of the most important initiatives include:

  • Housing Renovations: In the period between 2016 and 2018, 92 new homes were built for local residents.

  • Sanitation and Public Services: Infrastructure projects have focused on separating livestock from human living spaces (人畜分离工程) and improving sanitation facilities.

  • Ecological Construction: Changguo was named a model township for ecological civilization construction (生态文明建设示范乡) in 2023 due to its success in environmental management and development initiatives.

Future Infrastructure Plans

The government plans to invest in public welfare projects, including the improvement of health clinics (卫生院) and schools (学校), to further enhance public services by 2025.

Border Defense and Security

Border Patrol and Defense Team

Changguo’s proximity to Nepal makes it a key area for border security. The township is part of the Changguo Border Defense Police (昌果边防派出所), which manages a 105 km (65 miles) border and a 3,370-square-kilometer (1,300-square-mile) area. This challenging landscape requires strong and dedicated border patrol teams, who live by the motto of enduring hardship and overcoming the difficulties of low oxygen levels at high altitudes.

Since the establishment of the Border Defense Team (护边联防队) in 2003, local residents have been actively involved in border patrol efforts. Today, more than 80 members of the community serve as border guards, despite receiving a modest salary of around 200 CNY (approximately $30) per month.

Contributions to National Security

Shi Jiao (石角), a local resident of Yakaya Village (亚卡亚村), has become a symbol of the community’s dedication to national security. Recognized as a National Model Border Guard (全国优秀护边员) and Labor Model (劳动模范), Shi Jiao’s service has earned him various prestigious awards. His efforts represent the local commitment to protecting the border and maintaining stability in the region.
